  2. On the 'Internet Options' window, choose 'General' tab, then click 'Fonts' button.
  3. Choose 'Chinese Traditional' for Language script, then select both Web/Plain text with 'MingLiU' font.  (If you install other Traditional unicode font, you can choose the one you preferred.)

You have to configure Netscape's language manually:

To view Traditional Chinese properly, you might set 'Character Set' to 'Traditional Chinese (Big5)' [or Simplified - GB2312].

Big5: É o sistema utilizado para caracteres de Taiwan e Hong Kong, que são os caracteres tradicionais (antigos) da língua chinesa. Deve codificar o seu browser IE em View/Encoding/Chinese Traditional, para ver estes caracteres.

What's a Java VM? Why do I need it?

You need a Java Virtual Machine (VM) for your browser if you want to run Java applets, such as a search engine on this CD.
Java VM provides a standard runtime environment to run Java programs safely. A Java program (such as a Java applet) should be able to run on any computer provided a VM is available. We strongly recomend that you install the Java plugin supplied with this CD and enable it to take advantage of the highlight feature in the search engine.

Why does Microsoft not supply its own Java VM?
Microsoft's page on VM Availability says that their legal agreement with Sun means that they cannot provide their Java VM as a download. However, you can update an installed Microsoft Java VM at Windows Update. In addition, the Windows XP Service Pack 1 CD includes the Microsoft Java VM, though it is not included in the downloadable version of the service pack.
However, software developers who use Microsoft Java development tools can supply the Microsoft Java VM "in conjunction with" or "as a part of" their software products.

Instructions
This CD includes a Microsoft's version of Java Virtual Machine. To install it click here or open the CD (right click, open) and double click on the executable file named "Msjava". Follow the instructions. After the installation, open your browser, click tools / Internet Option and in the windows that opens choose the "Advanced" tag.

Scroll down until you find "Microsoft VM". Tick "Java console enabled" box and "JIT compiler for virtual machine enabled". Restart your browser and that's it.

The Windows XP Service Pack 1 CD includes the Microsoft Java VM.

Installation prerequisite for Windows NT users Windows NT4 Service Pack 3 or later must be installed prior to installing the Microsoft VM on Windows NT 4.0.

Installation for Windows 2000 users The Microsoft VM in the Windows 2000 operating system can only be updated with a Windows 2000 hotfix or service pack release. A description of the Windows 2000 Windows File Protection (WFP) feature can be found in Microsoft Knowledge Base (KB) article number 222193. 222193.
